Research Description The study supports the Smarter Philippines Program of DOST which aims to use ICT in urban (smarter cities) and rural (smarter countryside) communities to improve their quality of life and to ensure inclusive growth and development for the Philippines. The government has provided or will provide the necessary physical & digital ICT infrastructure to focus on the uses (social resources) and users (human resources) of ICT in the education and health sectors and ICT's impact on quality of life and equity.
